Traction control works in one of two ways. It cuts the power to a given axle, or it uses individual brakes to send power across the differential. The latter is called Brake Based torque vectoring. Diff lock is still the best way forward in technical offroad but some cars (eg, disco 3/4) use a combination of traction control and diff locks.
